No need to catalogue datasets, Sunlight already has a project going for this:

For example, the Sunlight Foundation gives this for datasets released in 2009 from the Federal DOE, even though the actual data is relevant to 2007:

This is identical to what you currently see at http://www.data.ed.gov/datasets -

And the Sunlight Foundation catalogue includes no data from most state Departments of Education; additionally, it's also US-centric.

Ideally, we'd want to work with organizations like the Sunlight Foundation to have anything we find be included in their catalogue, as this avoids duplication. But we also see a need for an annotated list of resources that grows over time as new datasets are added.
